Are you missing an appropriate /Wix/@xmlns declaration (i.e.
xmlns:util='http://schemas.microsoft.com/wix/UtilExtension' )

It definitely needs to be "util." I'm not that familiar with Votive, but
I believe that's how it should work. Which version of WiX are you using?
