You might want to do some extra research into ALLUSERS. What I've heard on this mailing list is that ALLUSERS=2 is discouraged, as it becomes too unpredictable as to what can happen.
ALLUSERS=1 requires that an install is for all users, and is probably what you want. For a single-user install you do not specify ALLUSERS at all. (ALLUSERS=0 does not work / does not exist!).
