A minor upgrade is a "resumed" installation so the dialog is technically correct, if less than pretty for a minor upgrade. Generally, minor upgrades are handled via a bootstrapper (to supply the REINSTALL[MODE] arguments) so they use either basic UI or no (silent) UI. I think there's a feature request open to support the minor upgrade case but nobody's gotten to it yet.
