If you want to use the <Upgrade> features, you must schedule the RemoveExistingProducts action somewhere. To ensure that you do, the compiler adds an internal reference to the action - if you don't schedule it, you get this error.
WiX does not schedule this action for you as the placement of the action has consequences.
