If you read the following article, Rob doesn't seem to think it's really a bug
in the ICE but rather a safegaurd against a very obsecure semantic problem.

It's just a bug in the ICE - in your case putting registry key in HKCU
would be exactly the wrong thing to do. You might be able to shut it up
by using HKMU otherwise just ignore it.
