I have the same problem. It works on Windows XP but on Vista my feature is not uninstalled because the condition prevents it. I guess it has something to do with permissions. During an uninstallation operation it seems that you don't have the required privileges to be able to read registry values (under the HKEY_LOCAL_MACHINE).
