Robert, I'm only using WiX 2.0 so needed something that was easier to integrate and maintain instead of Tallow. Tallow was fine for getting you started but if you're working on a large web project with thousands of files and everything's in flux, it's a total pain to add and delete files manually. I thought that work should be automated. Paraffin has worked great for the projects I've been on.
As for WiX 3.0, I've never looked at it because 1) it's under active development and I needed the stability of 2.0 and 2) it is essentially undocumented where 2.0 has Gabor's tutorial to get you going.
