(FYI: It's against the Vista UX guidelines.  Standard users should be able to 
supply admin credentials when they launch the shortcut.  They can't do that if 
they can't see it.)

There is no way to do this that I know besides writing a shell folder junction 
point in the start menu (seems like a lot of work for this).  Sortcuts are 
files with no special logic to show/hide them besides single/all users.  
Perhaps you could do something with ACLs?

For a local user not in the Administrators group, Add or Remove Programs has no 
Change button for our application so that part is OK.
