Kevin, Yup, Crystal have *not* fixed the problems with their merge modules, even in CR XI R2.
If you can, I would strongly recommend using a bootstrapper and the MSI version of the redistributable. If you don't, and you are using WiX V3 then you will almost certainly have to disable validation (or at least some of it) due to faults in the merge module.
