If MSI does not allow it, you can't do it with Wix.

Referencing Features in Merge Modules
Merge modules only operate with components and not with features. However, some
tables in merge modules, such as the PublishComponent
table<http://msdn2.microsoft.com/en-us/library/aa370921(VS.85).aspx>, contain
fields that refer to features.

A merge module database does not contain a Feature
table<http://msdn2.microsoft.com/en-us/library/aa368585(VS.85).aspx> and so the
.msm file cannot be installed alone.
