Bob was right. I converted my ico file to a bitmap and resized it using
PhotoShop. The image looks smooth now. Of course, .ico files should have the
image at multiple resolutions and it shouldn't have had to resample. But I find
the .ico files hard to work with and maybe WiX does, too.

I used high-color JPEGs in Flight Sim regularly. If you're using fixed-size
bitmaps, make sure the bitmaps are the right size; otherwise they're resized
with predictably ugly results.
