WiX v2 doesn't run validation, so it's possible to create packages that have such errors. WiX v3 runs validation to help catch such problems.
I searched the web and can not find document on what code page is supported by MSI. Any pointer is appreciated!
I don't know of any, but MSI doesn't officially support any Unicode variant. See "Code Page Handling (Windows Installer)" in the MSI SDK.
