Is there any particular reason heat creates a ComponentGroup with - sfrag, and no ComponentGroup without?
Also, with -sfrag, heat creates a top-level Directory tag. Without, it creates a top-level DirectoryRef tag. DirectoryRef is very useful in a fragment. Directory, not so much.
