Status update -
As noted below this issue repro'd when tfs automated build processing occurs on
two different tfs build agents the second of which is a clean build agent
created from the ground up yesterday. On a developer workstation the same
sources build both Debug and Release output w/o any problems using the vs08 ide.
We just tested switching the tfs build agent service to run under the context
of a user account instead of a machine account and then my tfs automated
processing of my msbuild .proj file succeeded and my wix sources successfully
generated an msi w/o running into the error below so that appears to have been
the source of this issue.

Yes and it must have to do with something in my project file or sources because
I just built out a second tfs build agent and the problem repros.

Does it always fail? It could be something like SMS running in the background,
