Note that in my blog entry (http://robmensching.com/blog/archive/2007/04/19/Managed-Code-CustomActions-no-support-on-the-way-and-heres.aspx) I explain the work that has to be done to work around the "evil" interaction between .NET Framework, GAC and Windows Installer. Every suggested implementation that I've seen on the internet that describes how to incorporate managed code custom actions into an MSI package does not address that problematic interaction.
Personally, I continue to focus on creating CustomActions in native code so that WiX does not force all of you to have the .NET Framework installed before installing a package that uses one of the standard WiX CustomActions (which seems to be fairly common). There is a reason that the experts are all unanimously saying that managed custom actions are a bad idea.
