Without knowing much about your Linux `Appliance`, I wonder if what you really 
need is some sort of broadcast/bootp/upnp pattern where the client ( either the 
application itself at runtime or perhaps a custom action inside the MSI ) fires 
and finds the server automagically.      Perhaps similar to the way my 
Xbox360/DirecTV HDDVR and various Media Center/Windows MediaPlayer/TVVersity 
all automatically find each other.

Does the IP address change every time the appliance boots?

If its that variable, then you're going to need to somehow rename the
file every time you boot the appliance?

I would explore a mechanism for having a CA in the MSI query the
environment to get the IP. For instance, if you can control the
hostname of the appliance, then you can have a CA do the IP lookup (or
just use the hostname instead of the IP, since the IP can change).

If you have a UI that's displayed you can prompt for the hostname and
populate it with a default value that is most likely going to be
correct.
