You're asking for a legal conclusion and most of us here don't even play 
lawyers on TV, much less in real life.<g> You'll definitely want your 
own counsel to take a look at the CPL and especially combining GPL and 
CPL. That said, there are commercial products that ship WiX, including 
MSI Factory from Indigo Rose and WiXAware from InstallAware.
