The Remove="All" didn't work, I had tried variations of that previously. I looked at the Remove button on the maintenance dialog and the property that is being set is WixUI_InstallMode, and the value is "Remove", so I tried the condition:
Not WixUI_InstallMode="Remove" That did not work either. I have tried many, many variations, and none have worked. I'm sure I'm doing something silly though. I have uploaded my wix build project to here: http://www.ebswift.com/temp/buildsubversion.zip It doesn't include any of the subversion binaries so it won't build, but the files are there.
