Jason, it sounds like there is some really strange behavior in build to build upgrades of the project. I think when people start clean it works fine but if they have an old VS project (2005 or 2008) then moving to a new project doesn't work. Is that possible? Do we need to teach WixCop to upgrade Votive projects? <smile/>
