Not quite using the Directory table correctly. You might work backwards from this blog entry: http://blogs.msdn.com/robmen/archive/2006/10/17/deciphering-the-msi-directory-table-part-7-directories-are-properties.aspx. I think that'll clear up a lot about the way Directory and Properties are intertwined.
