Well, we could declare WiX v3 done right now but that would leave ~100 bugs open. A number of people have been asking for a subset of those bugs fixed and I'm inclined to agree with them. <smile/> Also, we don't have a dedicated test team that beats on all aspects of the WiX toolset so we tend to just let the thing "bake" for a long time.
Brian Rogers has a nice response in the archive about how to approach Open Source projects like the WiX toolset. It all comes down to how much change you are willing to tolerate. For example, Office decided that the functionality they needed was stable in the WiX toolset. They do an okay job of keeping track of WiX v3 builds and pick up builds occasionally to ensure they aren't broken by fixes we're making in WiX v3. If you don't want to worry about fixes to WiX v3 breaking something that already works for you, then go to WiX v2.
