I asked the hallow authors if they could post compiled versions online, and they kindly did. They are at [1]. From looking at the source code, which has since been moved to [2], it looks like hallow is open source software under the GPL. They also posted reg2wix 3.0, a tool for converting windows registry scripts into wix documents. The source code to that is at [3]. Cheers, -Jason P.S.
