It's been a while since I've touched Votive 2 code so my memory may be hazy, but I don't think Votive 2 is supported under VS 2008. It's designed for VS 2003/2005. If you want to use VS 2008, I recommend upgrading to Votive 3. Even if Votive 2 works under VS 2008, there has been so much added to Votive 3 (bug fixes and features) that it's definitely worth your while trying it out.
