I'm getting this error msg:
ICE38: Component ApplicationShortcut installs to user profile. It's KeyPath
registry key must fall under HKCU. C:\Documents and

My package is set to InstallScope="perMachine" so I have no idea why I'm
getting this message.
Changing Root to HKCU fixes the message but has a minor but annoying side
effect. The registry entry is left behind if the program is installed under
one user then uninstalled under another. Is there a way to create the
shortcut without using '<RegistryValue/>'?
