You can control this yourself by adjusting your UI.  When an upgrade is
in progress, the properties set by the Upgrade table will be non-empty,
so you can use those for conditions to change the appearance of the UI.

I've done this to force the new version to be installed over top of the
old version.  You'll also have to have a type 19 property CA to set the
install location explicitly.
