Without specifics there's no way to answer this question. If you are stopping a service during uninstall, then you'll need to investigate if there is any dependency association with TCP IP.
Does "TCP IP Protocol gets rest" mean the TCP IP NetBios Helper service gets reset? What exactly does "it stops all the major services" mean? You mean the RPC service? There is no reason that removing Dlls would cause something like this unless they are related to TCP/IP. Is it possible that you don't mean TCP/IP at all? Are you sure you're not doing something with IIS? Are you installing/uninstalling a web site? The IIS service is usually the one that's associated with a reset.
