Ok, I'm posting my solution to my problem.

<InstallExecuteSequence>
 <InstallServices>Not Installed</InstallServices>
</InstallExecuteSequence>

In my opinion there is no necessary "install" the service that is already 
installed. This solution smells of "workaround" but it works.
