Check the language entry on the .exe file. If it doesn't exist in the "Decimal value" column in this list http://msdn.microsoft.com/en-us/library/0h88fahh.aspx it's not valid & is causing the error. Again follow Peter's instructions to fix it.

Right click in Explorer and select properties and, on the version tab, see if there is an entry for Language. There probably isnt. If its your file, you can fix it.
