On the properties page for the Votive project there is a property "InstallAllUsers". The guide string says "Specifies whether the package is installed for all users or only the installing user". I have it set to "True". If an administrator installs my product it works correctly. If a user with elevated privileges (from group policies) installs the product, the shortcuts appear on that user's desktop.
