This is just what I wanted to suggest. Why wouldn't it work? The transforms are nothing but textual modifications that are applied to the same basic MSI to translate the UI strings. Much smaller and easier to handle. And specially suited to a bootstrapper situation because it has to be called with a complicated (well, for any average user) command line.
