There are a couple of ways to do this: 1. Write a custom action that connects to the database and runs a basic SELECT query. Schedule the CA before LaunchConditions or when the Test button is clicked.
2. Use SqlDatabase and SqlString elements to connect to the database and run a basic SELECT query. Of course the check will occur when the component is being installed.
