Normally that is what we use bootstappers for. UI in Windows Installer can be bypassed, and it runs non-elevated anyway (unless the MSI APIs were called from already elevated code) and most prerequisites people would want would probably require elevation to run, resulting in multiple prompts for elevation which is considered by most to be a bad user experience.
