Yes Votive doesn't work, everything else works fine. I assume it was added as it is not common to install it without VS (I only noticed it because I install to a build server that doesn't need VS).
This is the message: "Votive, the WiX project and editor package for Visual Studio, cannot be installed because Visual Studio 2005 or 2008 Standard Edition or higher is not installed."
