Thanks Blair, I haven't tried the CA, but I will keep the advice in case my
installer will get more complicated.
For now I have solved the issue by

<StartServices Sequence="5900">IsService</StartServices>

I would be in trouble if I had two unrelated services to start, but since it
is the only one it solves my problem.
