Ok, figured it out. Here it is in case someone else can benefit... I had the combobox height set at 13 (the same as my other controls) but that 13 applies to the whole control, including the dropdown portion, so there was no room for the dropdown to be visible. The manual mentions this...
"Height of the rectangular boundary of the control. This must be a non-negative number." ...but I didn't realize what that meant (that it includes the list) until I stumbled across it just now.
