Theoretically yes, they will be able to remove the patch from "Programs and Features" if they click on "View installed updates", however, if you create the patch correctly, removing it will not actually remove the patched files. I have a patch process that works in this way. It should be noted though, that if you create any further patches that rely on the original being installed first, the user will have to be aware of the upgrade path.
