You don't get a vote here - you are required to ship the Visual C++ runtime that goes with the version of Visual Studio the code was built with. I'd be surprised if your VC 7.1 (VS 2003) builds 64-bit code anyway, so you're shipping a 32-bit app with the 32-bit C runtime and all that will run fine on Windows 7 x64.
