Looking at the WiX sources has all that information. In the v3.0
src\ext\UIExtension\wixlib\MaintenanceWelcomeDlg.wxs there is the
following:
<InstallUISequence>
<Show Dialog="MaintenanceWelcomeDlg"
Before="ProgressDlg">Installed AND NOT RESUME AND NOT Preselected</Show>
</InstallUISequence>
Your code looks to me to be a quick & elegant solution to this issue. If
you really wanted to "fix" it you could Customize the UI to re-write the
above condition but it's probably more trouble than it's worth in this
case.
