I don't know what your directory structure looks like so I can't validate the
correctness of xmlconf...@file.
For less fragile code use the [#fileid] format to refer to the file you want to
modify:

The action you are taking is to delete a node.
The ElementPath specified will generate a node set (multiple nodes). I don't
know whether that is causing issues or not.
The VerifyPath attribute contains a name for a node that is a child of the
nodes matched by ElementPath. The documentation says VerifyPath needs to be a
XPath. Perhaps this is causing issues.
Judging from you code my *guess* is that you are trying to delete
/DTSConfiguration/Configuration/ConfiguredValue nodes. If this is the case, try
the following:
<Util:XmlConfig
Id="ConfigurationRemove"
File="[# ConnectionstringsDTSCONFIG]"
Action="delete"
Node="element"
VerifyPath="//DTSConfiguration/Configuration/ConfiguredValue"

I'm not an expert on XmlConfig so I don't know how to delete nodes.
