ComponentRef, ComponentGroupRef, FeatureRef and/or FeatureGroupRef are all fine with Fragments if the components are mostly changing for each build. You only *really* need wixlibs or merge modules if you're sharing installer development with other teams/people or if you need to save yourself some build time & some of your components aren't changing very often.
