The English version of this .wxl file is in the sources at src\ext\ComPlusExtension\wixlib\en-us.wxl
Copy it (probably rename it), change the value in the Cultures attribute to the culture you need, and translate the content of each of the Strings elements. Then add the translated WXL file to your WIX project. You can repeat this for as many cultures as you need.
