"An attempt was made to load a program with an incorrect format" usually indicates a 64/32 bit mismatch.

An attempt was made to load a program with an incorrect format. I have verified that candle.exe exists in the specified directory, and that the entire wix file set is in that directory. We can run candle in the specified directory, so it does not appear that candle.exe itself is corrupt. Any hints on to what might be going on here ?
