As an aside, that function and a host of other functions that query MSI tables is the foundation for making data driven custom actions. Instead of hard coding "&FOO=3" in your CA you can create a custom table that has a Feature_, Component_ or Condition column and then use that inside of your CA when calling MsiEvaluateCondition().
