I think it is because your Conditions are not mutually exclusive.

I've got an install for a backend service that needs to consider a
couple of OS and then scenarios within that os.

For the time being I need  my project to first detect the os and if its
not at least Windows 2003, to throw an error.

If its Windows 2008 R2, then the install needs to detect if its being
run from a Administrator command prompt or not.  If its not, say
something.

I can the logic to work if its either or but not together ...

Right now I've got
