How? How can i install features always but uninstall them only by condition?

yes. the situation is that I have to make installer of program that supports
compatibility with old versions (not MSI technology) of other product. this
old version have some its own shared counters in registry. so i must do so
that if MSI installer found that counter in registry it will not uninstall
some drivers while uninstalling (cause this drivers are using by old program
too).
