Got it, thanks again Bob. I thought Mondo allowed that, but I was wrong. So to sum up for anyone else reading this in the future: The answer to my original questions is "because WixUI_Advanced allows the end user to select between per-user and per-machine install" where Mondo and others don't. Not because Advanced is still in a state of flux.
