I have a WiX 3.0 installer that works okay on XP SP3, but when attempting
to install on Windows 7 Pro SP1 I see the following error:

"Action ended 18:33:17: InstallFinalize. Return value 3."

Both systems are 32 bit operating systems, Win7 system has UAC disabled.

It appears to be getting through the install, however when inspecting the
log file (between when the InstallFinalize action started and ended), I
just cannot see anything that jumps out at me as an issue, other than the
error above. I've looked at the rest of the verbose log, and when diffing
against the XP log, there is not anything obvious.

There is nothing especially complicated about this install. It delivers
some binaries, text files, registry entries, installs a service, and
includes a custom action to apply a security template via secedit.

Again, this works okay on XP.

Any advice is appreciated, thanks for the help.
