1. Your BA should *never* modify the machine state.
2. Put all modifications to machine state in packages. We wanted to create
a "WindowsComponentPackage" or "WindowsRolePackage" (or something) that you
could put in a Burn Chain to turn on Windows components but didn't have
time to get it done in WiX v3.6.  So you'll have to use a package of your
own creation. Either one of your existing MSIs or a new MSI specially
designed to turn on Windows components.
