I'll assume that was a "we'll get around to it" scenario and not enough people are using feature selection to bubble it to the top of the list. That said, setting state in OnPlanMsiFeature should work. Except that it doesn't and that's a bug. Please file. I'll have to dig into why features treat repair differently than packages, as far as the plan is concerned.
