Now it makes sense to me. Have to create the "offline" installer with the /layout option and then take that to the offline machine and install it. Tested it out on a Windows 7 x64 machine with no internet connection.
This may be more of a .NET Framework installer issue (this machine didn't have .NET 4 full), but I got this error.
